Scope of Eligibility
Open to permanent employees in a competitive title in the Sustainable Waste Management Division, who meet the requirements below.
Description
Under the general direction of a Manager 2 or other higher level official in the Department of Environmental Protection and Energy, Divisions of Responsible Party Site Remediation, Publicly Funded Site Remediation, or Solid Waste Management, plans, organizes, and directs the work programs, activities, and staff of an assigned divisional element engaged in performing complex planning, engineering, administrative, environmental, or scientific activities relative to a major segment of the department's Waste Management Program; resolves specific technical and administrative issues relative to the work of the divisional element; does related work as required.
Specific to Position
Support the Office of the Director, providing managerial and technical oversight to three bureaus in the Division of Sustainable Waste Management. Lead the Bureau of Solid Waste Permitting, ensuring environmentally sound waste management and regulatory compliance. Oversee the Bureaus of Solid Waste Planning & Licensing and Recycling & Hazardous Waste Management. Ensure regulatory compliance in planning, utility oversight, recycling, e-waste, medical, and hazardous waste. Develop staff expertise, support succession planning, and enhance training. Manage budgets, internal controls, and expenditures. Support the State Debris Management Coordinator and for emergency preparedness. Ensure clear communication, work plan alignment with priorities, and timely reporting. Lead program reforms to enhance efficiency and effectiveness.
Preferred Skill Set
Experience managing primary and higher-level supervisors with diverse skills responsibilities and backgrounds. Strong leadership and mentoring skills to ensure managerial-level staff development while creating a positive cohesive work environment. Desire to engage in public speaking at events, exceptional oral and written communication skills, project management and organizational skills and experience in providing budgetary oversight and management of organizational charts.
Requirements
EXPERIENCE: Six (6) years of experience in the scientific/technical aspects of environmentally related activities. Three (3) years of which shall have been in program management.
EDUCATION: A Bachelor's degree in Environmental, Physical, Chemical, or Biological Science.
NOTE: A master's degree in a discipline appropriate to the position may be substituted for one (1) year of the nonmanagerial experience as indicated.
NOTE: A Doctorate degree in a discipline appropriate to the position may be substituted for three (3) years of nonmanagerial experience as indicated. (This is inclusive of the master's degree and not in addition to.)
NOTE: All U.S. degrees and transcripts must be from an accredited college or university. All foreign degrees and transcripts must be evaluated for accreditation by a recognized evaluation service by the closing date of this posting. Failure to provide documentation may result in ineligibility.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
